Kids Privacy Policy
Community Television of Southern California ("KCET") cares about protecting the privacy of children (i.e. persons younger than 13 years of age). This policy explains how KCET collects personally identifiable information (for example, first and last name, home address, email address) on-line from and about children, what we do with that information, and what controls their parents have over such information. This privacy policy applies to only those parts of the KCET Sites (as defined in the main privacy policy here) directed at children under 13 years of age, including all web pages with an address that begins with http://www.kcet.org/kids.
KCET also provides certain online forums such as blogs, bulletin boards, chat forums, and message boards ("Online Forums") on its website. The Online Forums are not directed at children under 13 years of age, and such children are not permitted to use the Online Forums.
KCET may, but is not obligated to, update this privacy policy from time to time, so please refer periodically to www.kcet.org/kids/privacy-policy.php. If KCET makes any significant or material changes to this Kid's Privacy Policy, users will be notified through a prominently posted announcement on the homepages for the KCET Kids Website (http://www.kcet.org/kids) and the KCET Website (http://www.kcet.org). What information does KCET collect from and about children?
Generally, KCET limits its collection of information from and about children to non-personally identifiable information (e.g., first name, screen name, gender, state and zip code).
KCET may request certain personally identifiable information about a child in order to verify age and for children to participate in KCET's Kid's Club. For participation in KCET's Kid's Club, the information we may collect include an email address, date of birth, first and last name, home or physical address including street name and city name, telephone number and/or parent's email address. We ordinarily collect such information from the parent of a child when the parent enrolls for such service on a KCET website that is not directed at children. KCET never conditions children's participation in any of KCET's on-line activities on the disclosure of more information than is reasonably necessary for participation in any activity.
How does KCET automatically collect information about visitors to its sites?
Like all web servers, the web server(s) of KCET Sites automatically create log files for each visitor who accesses the KCET Sites. These "access logs" allow us to make our site more useful to our visitors. The access logs do NOT record a visitor's name, address, phone number, credit card numbers, or any other Personal Information. Rather, they contain some or all of the following non-Personal Information: (a) the Internet Protocol Address (IP Address) of the machine which accessed the KCET Sites; (b) the date of the visit; (c) the time of the visit; (d) the path taken through our KCET Sites; (e) the browser being used; (f) a list of files downloaded or viewed; (g) the amount of time spent listening to RealAudio or Windows Media files; and (h) any errors encountered.
The KCET Sites also use "cookies." Cookies are bits of electronic information that a website can transfer to a visitor's hard drive to help keep records of the visitor's use of the site. Cookies allow website operators such as KCET to help customize the site to the visitor's individual preferences. The use of cookies is standard on the Internet, and many major websites use them. Although most web browsers automatically accept cookies, generally you can change your browser either to prevent this or to notify you whenever you are sent a cookie. KCET does NOT associate information collected through its cookies with individual users, but may use such information to create aggregate and anonymous data. If you choose to not accept the KCET cookies, some parts of the KCET Sites may not function properly when you try to view them.
How does KCET use the personally identifiable information it collects on-line from and about children?
We may use a child's date of birth to determine their age. We may also use a child's date of birth, first name, last name, and mailing address in order to fulfill the child's participation in KCET's Kid's Club (including, for example, the provision of a personal on-air birthday announcement using the child's first and last name and age, and the mailing of a birthday card to the child's home). KCET will otherwise only use the personally identifiable information collected from or about children as authorized law.
Does KCET disclose or share with third parties any personally identifiable information it collects from or about children?
KCET does not share children's personally identifiable information with any third parties other than those persons and companies that are either employed by KCET or that provide support for the internal operations of our websites. [Note: Disclosures to other third parties will require parental consent.] Such persons and companies have access to only the personally identifiable information needed for them to fulfill their functions and do not have the right to use the information for any other purpose. All the third parties with whom KCET shares personally identifiable information of children have agreed to maintain the security and integrity of such information. KCET may also disclose personally identifiable information to third parties in order to comply with the law, court orders or requests by law enforcement agencies, to enforce our Terms of Use,to protect the rights, property or safety of our Website, users of our Website and others, or as authorized by law.
When does KCET obtain parental consent?
KCET will make reasonable efforts to obtain verifiable parental consent for the collection, use and/or disclosure of personal information from a child (including consent to any material change in such collection, use and/or disclosure practices to which a parent has consented), except when otherwise permitted by law. If KCET has not obtained parental consent after a reasonable time from the date of the information collection, KCET will not use and will delete such information from its records. Please note that parents may consent to the collection of information about their child without necessarily consenting to the disclosure of personal information to third parties.
Federal law generally permits KCET to collect, use and/or disclose personal information from a child without prior parental consent when the collection, use and/or disclosure is: (1) for the sole purpose of obtaining parental consent or providing notice; (2) for the sole purpose of responding directly on a one-time basis to a specific request (provided the information is not used to recontact the child and is deleted afterwards); (3) to respond directly more than once to a specific request and where such information is not used for any other purpose (provided parents are given notice and has the opportunity to opt-out); (4) to the extent reasonably necessary to protect the safety of a child participant, and the operator used reasonable efforts to provide a parent notice; or (5) to protect the security or integrity of its website or online service, to take precautions against liability, to respond to judicial process, or to provide information to law enforcement (as authorized by law).
How do parents access the personally identifiable information collected by KCET?
Parents can review the personally identifiable information that KCET has collected on-line from or about their children, prevent the further use or maintenance of such information, or direct the deletion of their children's personally identifiable information in three ways:

What type of security measures does KCET provide to insure the integrity of children's personally identifiable information?
KCET has established and maintains reasonable procedures to protect the confidentiality, security, and integrity of personal information collected from children. To reduce the risk of unauthorized access, maintain data accuracy, and help ensure correct usage of information, we have put in place appropriate physical, electronic and managerial procedures to safeguard and secure information we collect. Nonetheless, KCET does not guarantee the security, accuracy or completeness of any such procedures. You should be aware that third parties might unlawfully intercept transmissions of personal information or misuse or abuse the personal information that we collect from you.
